With this banner rotation program, you can assign an "Audience Level" to each banner. Then you can specify what the maximum "Audience Level" you want to display on a given page. The program will bypass all banners that have a higher Audience Level and look for a banner with that Audience Level or below. The banners with a higher Audience Level will not be affected and wait for a banner request with a Audience Level equal or greater.
